Allison (Ali) Kato has built her career at the intersection of health care, policy, and people—helping organizations navigate complexity so they can deliver better care to the communities who rely on them most. Her experience spans working for federal, state, and local government elected officials; national political consulting; Fortune 500 health care delivery systems; and public safety‑net health systems. Ali began her career in public service and politics before earning her M.B.A. from the University of Southern California (USC), which led to leadership roles overseeing large integrated health plan operations in both the public and private sectors for some of the nation’s largest counties. Her expertise includes managed care for Medicare and Medicaid populations, high‑risk and high‑need populations with behavioral health conditions or severe mental illness, complex care management, and patient experience optimization.

Ali founded Kato Advisory, LLC based on her belief that health systems—public and private—deserve thoughtful, practical support as they adapt to new policies, new expectations, and new pressures. She can help clients identify, build, and sustain bridges and pathways to drive effective, patient-centered solutions. A certified Lean Six Sigma Yellow Belt, she brings more than 20 years of experience in health care operations, public policy, and strategic implementation. She excels at helping clients untangle complex problems, strengthen operations, improve patient experience, and build public‑private partnerships that truly work. Her approach is collaborative, analytical, and grounded in real‑world experience across every layer of the system.
